For this project, you will develop a complete job description and evaluation for a new position in a nonprofit public service organization. It would be best to choose an organization that you are already familiar with.

The new position will be based on a new service the organization could hypothetically offer to the public.

The first component assignment is New Service and Competency Inventory. To prepare for this

assignment, it is recommended that you:

• Choose a non-profit public service organization.

• Find the organization's mission and/or vision statements.

• Make notes describing the services the organization currently offers to the public.

• Brainstorm ideas for a new service the organization could offer that would be aligned with its mission.

• Choose one idea for a new service, then:

? Make notes describing the tasks that would be required to provide the service.

? Make notes describing the competencies (the knowledge, skills, and abilities) that the staff would need to fulfill the required tasks.

? Identify whether you anticipate identifying present staff who have (or can acquire) these competencies or if providing the new service would require you to recruit new staff with these competencies.

Unit 1 Differences in Human Resources in the Public Sector

INTRODUCTION

In this unit, you will be introduced to human relations systems that have developed in this country since 1700 and explore the traditional values of working in the public sector (Klingner, Nalbandian, & Llorens, 2010). You will discover that the patrician age has given way to the partnership era, and you will explore its popularity.

This understanding of the past is critical for you to begin the development of a job design in today's public workplace climate. A part of that understanding is knowing what is similar and what is dissimilar between the public sector and the for-profit sector. A major part of the difference is embedded in the ethics of delivering services to the public.

To conclude this unit, you will explore a case study of the management failures of the CIA during a time of crisis caused by failures in the understanding and enforcement of a culture of public service ethics and methods of delivering services to the nation.

OBJECTIVES

To successfully complete this learning unit, you will be expected to:

1. Evaluate traditional value differences between an organization that serves the public and a for-profit organization.

2. Apply value principles in personnel management of public organizations.

3. Identify potential consequences of failing to observe traditional values in public sector personnel management practices.

Study 1- Study Readings

Use your Public Personnel Management text to complete the following:

• Read Chapter 1, "The World of Public Personnel Management." Traditional values in public employee management are responsiveness, efficiency, employee rights, and social equity. The text explores different HR systems employed since the 1700s that have embraced these values in different ways. This background is crucial to an understanding of these values.

Use your Public Human Resource Management text to complete the following:

• Read Chapter 1, "Competing Perspectives on Public Personnel Administration: Civil Service, Nonstandard Work Arrangements, Privatization, and Partnerships."

• Read Chapter 14, "Motivating Public Service Employees in the Era of the "New Normal"."
