Section: Responding to Community Needs in a Disaster Scenario
Objective: Using a community development approach, develop a community-led response plan in a post-disaster scenario.
The Scenario
Background
You are all Community Workers based in a community centre, in a low socio-economic neighbourhood in a regional city. The State Government funds the Centre worker position as part of a local neighbourhood rejuvenation program, and the position is described as having a Community Development focus. The Community Centre building is owned and maintained by the local city council. A volunteer community board of management manages the Community Centre.
You have worked in this Community Centre for two (2) years. You have worked alongside community members, and you have developed relationships and an understanding of the issues facing this community. In recent years, the region has seen an increase in the availability of affordable housing, with new suburbs being developed. Such development is seeing a growth in population with a significant increase in migrant and refugee families resettling into the community.
Flood Event
A flood disaster event has impacted this community, and the Community Centre became the location for an emergency recovery centre. The Centre provided emergency assistance to residents evacuated from their homes.
The emergency phase has now ended, and residents have been able to return to their homes. Homes have been cleaned up, damage assessment has occurred, and people are attempting to piece their lives and livelihoods back together.
Your Role
Your role as community workers in this community centre is to work with community members (those most affected by the issue) provide a responsive plan that reflects a community development approach and builds a community-led response.
Activity:
- Read Scenario: Understand the provided scenario about a flood disaster impacting a community.
- Watch and Reflect: Watch the video of John Minimise Video, a local resident, and consider his concerns.
- Plan Response: Formulate an individual plan to address community needs, considering offers of assistance and community input using the concepts and theories learned in the course material and readings.
Workbook Prompt:
- What are the critical issues identified in the scenario?
- How will you incorporate community input into your response plan?
- What strategies will you use to work alongside community members?
