Joan supervises a large department made up of several work groups. Unfortunately, members of two groups seem more interested in advancing their own interests than the organization's goals, to the detriment of the work process. Joan does not want to threaten or coerce her staff but would like to get the department back on track. What advice can you offer her to help overcome this situation?
