Skid Row is an area of downtown Los Angeles, CA with a large homeless population. This area is well known for its problems with theft, violence, and drug usage. The most common drugs found in this area are stimulant drugs (primarily cocaine and methamphetamines). A similar area has started to form in Seattle, WA. The Seattle mayor has instructed local law enforcement officials to confiscate all drugs in this area of Seattle and arrest any person who is in possession or is abusing drugs. This is the mayor's first step in cleaning up this five-block area of the city. Captain Jones has been assigned to lead the special police task force whose primary purpose is plan a raid and fulfill the mayor's objectives. Estimates indicate there are 500 homeless people living in the targeted Seattle homeless camp. Captain Jones will have approximately 50 officers assisting him with the raid.
