Question: The mayor proposes a $500 monthly stipend to each household within city limits to address the high cost of living. The evaluation criteria include whether the stipend will be affordable if all households will benefit equally, and how the local economy will respond. Alternative policies include raising the minimum wage, creating more jobs, implementing tax breaks and incentives, and increasing housing availability. However, these alternatives may not address the issue immediately and may not affect all households. The $500 stipend is the best solution, as it provides immediate relief to households and helps them make ends meet. By providing the stipend to all residents, the city can more effectively implement alternative policies, such as creating more housing and jobs. Monitoring and evaluating progress is crucial, as only time and evidence can determine the effectiveness of the policy.
