Policy issue: the use of solitary confinement

In Part One of this assignment, you selected and analyzed a significant criminal justice policy problem. In Part Two, you specified broad goals and specific objectives that you would like to achieve in terms of the selected problem. The third task for this assignment is to design the policy and create a plan for carrying it out. Please address the following questions for this part of the paper:

Determine the authority responsible for administering the policy. What individuals and/or agencies will be implementing the policy? What will their responsibilities be?
Detail the policy provisions and procedures. Policy provisions include the services, opportunities, controls, etc. that the target population will be received. Policy procedures amount to the steps that will be followed when implementing the policy. Please including a timeline for the implementation of various aspects of the policy. This step is extremely important, as it will contain the meat and potatoes of your proposed policy.
Identify the resources necessary to implement the policy. Resources can include a wide variety of items, such as personnel (salaries and benefits), equipment and supplies (computers, printers, papers, etc.), advertising/PR, and facilities overhead (including office space rental and utilities). Estimate how much they will cost.
Specify a plan for policy management and oversight. An effective policy will need mechanisms by which it can be managed properly. This includes training personnel, coordinating activities among the personnel and various stakeholders, and effectively handling resistance/complications. What are the personnel responsibilities and how will they be communicated? How will personnel be monitored and managed? How do you propose to handle conflict and resistance (perhaps among the target population or among the personnel or various stakeholders)?
