State and local governments face complex and diverse problems that can benefit from intergovernmental and cross-sector partnerships. These partnerships help in achieving common goals and solving mutual problems. It also helps reduce expenditures and set priorities while maintaining service quality.

For this assignment, you, as the public administrator, will conduct a preliminary analysis of a state or local problem to determine intergovernmental and cross-sector partnership options.

Research and select a state or local public problem for the analysis supported by relevant data. Examples include a lack of affordable housing in the community, a lack of access to quality water, and so on.

Write a Preliminary Analysis Report addressed to the state or local government's key programmatic leader(s) who has requested you to conduct the analysis.

• Identify the state or local government that will oversee the formative process for intergovernmental and cross-sector collaboration and provide a brief overview of the state or regional problem, including any data supporting the problem's existence.
• Discuss if the problem requires one or multisector solutions.
• Discuss the political factors that could influence collaborative efforts.
• Consider the community's resources and organizational capacity to address the problem. Available resources and power can exist across sectors (public, private, nonprofit).
• Select a collaboration model (intergovernmental or cross-sector) to understand better and work toward a solution for the identified problem. Justify your choice. How will you facilitate cooperation and communication between collaborative partners?
