Assignment:

Briefly describe to your students how Medicaid, CHIP, and Medicare are funded and who the target population is that each one of these programs is designed to serve. Although some Medicare beneficiaries may be of lower socio-economic status, there is not a means test (income or resource-specific eligibility level) to determine eligibility as there is with Medicaid and CHIP. Please include your thoughts to the students about whether or not there is a good policy reason for this difference.
