Scenario
In the summer of 2022, the Governor of Florida, Ron DeSantis, passed legislation HB 1557, the "Parental Rights in Education" bill. This piece of legislation states that discussing matters of sexual orientation or gender identity shall be prohibited in schools for grades kindergarten through the third (NEA, 2022). Opponents of the bill state this law is unconstitutional and violates federal anti-discrimination laws to protect the LGBTQIA+ population, calling it the "Don't Say Gay" bill. As a human services professional, it is important to understand how state and federal policies are interpreted and how they impact and affect client populations served.

Suzanne is a human services worker contracted to provide school-based counseling at a primary school serving pre-K through sixth grade. Recently, there have been some discussions among school administration and teachers about how to deal with the issue of sexual orientation and gender identity in the school. These recent discussions were sparked by the transfer of Jerey, an openly gender non-conforming fifth-grade student who goes by the pronouns "they, them, theirs." Jerey and their family recently moved from Orlando, Florida, because of the new law that was passed prohibiting discussions in school about sexual orientation or gender identity. Jerey's parents spoke with the principal to share their concerns about their child's safety and to find out the school's position on the new legislation. The principal comes to Suzanne for support on how to help Jerey adjust to their new school. Suzanne agrees; however, she has no experience working with LGBTQ youth. To prepare for her initial session with Jerey, Suzanne watches several YouTube videos about the LGBTQ population. The next day at school, Suzanne goes to Jerey's class to pick them up and walk them back to her office. When she arrives at the class, she tells Jerey's teacher, "I'm here to walk her" to my office for our session. Place yourself in Suzanne's shoes; where did she go wrong?

b) Choose at least two NOHS Ethical Standards that align with the ethical problem and evaluate how they relate to managing boundaries in the helping process.
c) Determine a strategy to resolve the ethical problem.
