Write an essay discussing the historical development of budgetary and financial theory as well as how this development has influenced the modern public budgeting climate and environment. In addition, discuss the
similarities and differences that exist between budgetary theory and budgetary practice.
Be sure to cite all borrowed, quoted, and paraphrased material appropriately in APA format. Please be sure that you reference at least two peer-reviewed journal articles.
3. Essay: Minimum 500 words
Compose an essay discussing the topics covered in this unit. Your essay should include a description of at least three jobs that budgetary and financial management professionals may perform in the public sector.
Discuss how these types of jobs are similar or different than the prevailing theory within the field of budgetary or financial management. Also, discuss how the practice of budgeting and financial management is influenced by external, environmental, economic, and political factors. Finally, explain how technology has influenced the practice of budgeting and financial management.
You must use at least one scholarly source in addition to your textbook to complete this assignment. All sources used, including the textbook, must be referenced; paraphrased and quoted material must have accompanying citations. All references and citations used must be in APA style.

You are a budget and finance professional for a mid-sized county that desperately needs funding for a new county jail, road repair and expansion, and improvements to several schools. Citizens have been resistant to an across-the-board tax increase. As a result, the county commission is considering implementing a Local Option Sales Tax (LOST) or Special Purpose Local Option Sales Tax (SPLOST), which would create a special purpose tax only for the aforementioned programs. The county manager has asked you to research the issue and provide a recommendation.
Present both the positive and negative arguments to the tax. Then, most importantly, it will contain your recommendation to either adopt the tax or not. Your presentation must be professional and also utilize a minimum of three (3) peer-reviewed sources to substantiate your research and recommendations. These sources must be presented in APA format.
