Assignment - Designing a Carbon Drawdown Program in Georgia
This assignment focuses on the design of new programs in Georgia that could draw down atmospheric concentrations of greenhouse gas emissions. Let's call this assessment "Georgia Drawdown."
Write a memo report describing and evaluating a possible Georgia Drawdown program. It should be organized into 6 sections.
Your proposed new program could be a state-wide initiative, or it could focus on a sub-region or portions of the state such as Georgia's six largest cities, the Atlanta metropolitan area, Georgia's small towns, its agricultural or forest sector, its coastal communities, or its Fortune 500 headquarters, as examples.
The program could focus on any program designed to lead to lower greenhouse gas emissions or enhanced uptake of greenhouse gases in the State of Georgia. Some possibilities are listed in the table below, by sector, from the global Drawdown report.
For your Georgia drawdown solution, address the following dimensions:
1. Costs and Benefits. How many tons of greenhouse gases could the program draw down, cumulatively, by the year 2030? Express these as tons of CO2-equivalent. What other goals and co-benefits could be achieved at the same time? What would such a program cost-in terms of both public and private investment and operating costs? In addition to GHG-reduction benefits and costs, you could also discuss collateral costs and benefits such as energy bill savings, job creation, pollution abatement, public health impacts, and economic development opportunities. Be specific about the timeline of these costs and benefits.
2. Program Logic. Provide a logic diagram for the program specifying the policy instrument(s) that would be initiated with this program. What alternative policy instruments and approaches could be used, and what led to your selection?
3. Program Fit and Equity Issues. How does the solution fit into the current socio-economic and political environment of Georgia? Does it have any significant equity issues?
4. Market Failures and Barriers. In addition to tackling the fact that carbon pollution in Georgia is unpriced, are there other market failures that the program would address? What other barriers to carbon drawdown would the program address?
5. Stakeholder Analysis. What does a stakeholder analysis suggest about the program's political feasibility? Who is likely to be for or against the program, which stakeholders would have the most influence, and how might their opposition be addressed or their support be enhanced?
6. Risks and Uncertainties. What evidence exists to suggest that the initiative might succeed or fail to achieve its goals? What are the risks and uncertainties?
