1. Chapter 9 does a pretty overview good job of describing the jail/prison gang issue. In the Alameda County Jail outside of Oakland California there are 4,000 inmates either sentenced to a year or less, or awaiting sentencing. There are 2 videos for you to watch. The first is a look at jail and prison populations affected by the impact of the War on Drugs since 1980. The second is a lengthy and very graphic video depicting the transport, restraint and eventual death of an inmate that was housed at the Santa Rita jail in Alameda California. If you are considering a career in a correctional facility you will be trained to exercise discretion and policy in applying restraints that ensures the safe transport of the offender, and the officers involved. The situation depicted is not unique to either jail or prison environments. The use of discretionary force crosses both the law enforcement and corrections professions. So in these situations what in your opinion determines the difference between reasonable and excessive force? Do you think reasonable force was used in the Armstrong incident? And did the correctional staff demonstrate a professional handling of the situation?
2. In chapter 13 on pages 378-380 the text describes some of the specific operational standards required of staff in a juvenile correctional facility. First of all, we know that these standards grew out of the requirements of the Prison Rape Elimination Act of 2003. Do you think that these standards meet the goals of the PREA and why?
3. Chapter 11 is devoted to the subject of female prisoners. Post a response to question 8 in the Discussion Questions section on page 317. Additionally, comment on the idea of raising children in a correctional facility as is allowed in a few correctional facilities in the country. Identify and briefly describe a program that you have found.
4. Conover has undergone some philosophical and emotional changes during his employment at Sing-Sing. Briefly describe what you think those are, and more specifically what impact his relationship with Mama Cradle and Inmate Larson may have had on his perspective of inmate management.
5. Chapter 12 addresses "special needs" populations. What are the primary categories of "special needs" inmates, and what specific accommodations are necessary for each to insure the safe and orderly operation of a correctional facility?
