SCENARIO:

You are an Intelligence Analyst Intern working for an FBI field office. Special Agent Dwight Robbins has asked you to conduct research on a recent article in the Washington Post describing the Intelligence Community as being plagued with moral and ethical issues.

Draft a memo for Special Agent Dwight Robbins briefing him on the information that you were able to gather on the areas of concern. Please include the following:

The Washington Post article indicated that the Intelligence Community has the following moral and ethical issues:

• The secrecy of intelligence activities and the corresponding covert actions.
• Blurred lines between acceptable intelligence community actions during war and peacetime.

Concern over the methods used to gather intelligence.

1. Concern over the Intelligence Community's response to the ever-changing enemy/ opponent.

2. Concern over the Intelligence Community's response to ever-changing priorities and ethical/moral directives.

3. Select three of the moral and ethical issues noted by the Washington Post and identify the following:

• An example(s) of incidents, cases, information security leaks, or wartime scenarios that support the Washington Post point. Describe the example and explain how it supports the ethical/moral concern.
• Provide an explanation of why the Intelligence Community needs to follow the questioned protocol. For example, how does it benefit intelligence missions, national security, the protection of classified information, the safety of personnel, etc.?

For each of the three issues that you selected, suggest a modification to the Intelligence Community for information release or protocols that would address ethical and moral concerns. Explain how your suggestions would address the concerns.
