There was the seminar about modern piracy held in Singapore in 1999 by IMB. Captain Jayant Abhyankar, Deputy Director of IMB, and Captain Noel Choong, head of IMBs PRC both implied which violence has always been characteristic of piracy through out time. Their tactics didn't change much, although modern technology made them smarter, faster, and greedier. Why does piracy exist in past and present?
