Question 1

Industrial Revolution brings prosperity to mankind and provides a better life to all people. It is often classified into different stages.
(a) State the major developments and their impacts found in each stage of the Industrial Revolution.
(b) Give one representative product you think that can be found in the latest stage of Industrial Revolution and briefly describe its development processes.
c) For your suggested product in part (b), identify the types of engineers who get involved in the development and describe their duties.

Question 2
The Chief Executive announced in her Policy Address 2018 the Lantau Tomorrow Vision with a view to building a solid foundation Par a sustainable future -For Hong Kong. Under this project, an artificial island will be constructed through reclamation near Mui Wo, Kau Yi Chau and Hei Ling Chau. The major conditions, opportunities, constraints and concerns the project are highlighted as follows:
1. Kau Yi Chau is uninhabited but not for Mui Wo and Hei Ling Chau. Some marine facilities including fairways, anchorages and typhoon shelters are found nearby.
2. Mui ,Wo has a population of about 6,000 and has some public housing and private residential developments. Also, it has some active and fallow agricultural land, and historic buildings.
3. Hei Ling Chau has four correctional facilities.
4. The artificial island will have a total area of about 1,700 hectares.
5. Kau Yi Chau is about 4 km irons Hong Kong Island and transportation systems will be built for connecting the artificial island.
6. It is estimated the artificial island can accommodate a population of about 700,000 and create employment of about 200,000.
7. The facilities other than housing and transportation will be built on the artificial island include
commercial buildings, eco-tourism center, water sport and coastal recreation center and heritage visiting center.
8. Fisheries and marine fish culture activities are found nearby.
9. The project cost is estimated at least HKD 624 billion.
10. According to a survey conducted by CUHK, 46.7% of respondents support the project for increasing the land supply but 37.9% of respondents express their opposition for the cost overruns. Also, 51.3% of respondents worry that the construction would damage the natural environment.
11. The Hong Kong government estimates the land sale revenue on the artificial island will be HKD 1 trillion.

Question 2
Based on the above points, classify which of them belong(s) to the social/cultural factor,
economical factor or the other factors of the project.
(b) Give your opinions on whether the project should be launched using he Social Impact Assessment with some appropriate indicators.

Question 3
By considering the legal dimension, "Engineers owe well-defined duties under the law of contract to their immediate clients, and under he law of tort to those persons whom they should reasonably have in contemplation as likely to suffer injury or loss as a result of acts of negligence."
(a) By giving appropriate examples, elaborate what duties do engineers generally owe to the public and explain why those duties are under the law of contract and the law of tort.
(b) Justify whether the two specific laws mentioned above are adequate to govern the standard of duty provided by engineers.
Describe how engineers duties to the public can be enforced in their Professional endeavors by extending the legal dimensional approach with reasons.

Question 4
Assume that you are assigned to be the Safety Officer of the Industrial Centre in PolyU. For an annual review, you are required to perform risk assessments Or the sheet metal fabrication workshop and the Machining workshop.
(a) Describe the practical steps that you will take for the risk assessments.
(b) Identify the potential hazards with explanation and suggest corresponding control measures with appropriate hierarchy of controls.
(c) Explain the importance of Safety Culture in an organization and suggest how a positive safety culture can be promoted in the Industrial Centro of PolyU.
