Literature Review
Students are required to complete an annotated bibliography of 8 (eight) of the academic readings for this course. Each entry should be approximately 125 words. This will form a basis for developing knowledge of key concepts that you can apply to assessments 2 and 3. Your focus should be on identifying a key idea or concept from the reading, and summarising it in your own words. You may directly quote short excerpts (less than a sentence) where you can't express the idea more clearly in your own words, but a page reference must be given in each case.
Short Essay
Choose a key concept from one of the academic readings. Write an essay that applies it to a key urban policy development, strategic planning issue, or urban management challenge in Sydney.
Guidance: Bear in mind that this is a short essay, and so you should be quite focused about the concept you have in mind. For example, a relevant essay could apply the concept of a supply chain growth coalition (Wachsmuth reading) to the development of Western Sydney airport or Moorebank Intermodal. A high distinction essay would clearly set out the concept in one or two paragraphs, drawing on further scholarly reading to elaborate or explore the limits of the concept. It might then set out to examine three or four ways in which the concept explains, or is contradicted by, what you observe in the Sydney context. It could be that the concept doesn't work at all in the Sydney context (bearing in mind it is a US based concept), so you should explain the reasons for this.
Report
Conduct and write a governance audit report about an urban management institution, such as a state agency such as the Greater Sydney Commission or Landcom, an airport authority, a municipal council, a lobbying body such as the Committee for Sydney, a state or Federal department, or a health district.
Your governance audit report should:
1. Describe the organisation you are auditing.
2. Analyse the organisation using the ideas and theories from the readings.
As the course theme is governance and power' you should frame the report in the critical readings that con- stitute the course material. All of the core readings concern urban management agencies or institutions of some kind, and pull them apart' analytically. A high distinction report would be similarly critical (not necessarily negative, but conscious that how these bodies work in practice are driven by powerful agents). Reference can be made to media reports, Hansard, Auditor-General reports, Budget Estimates hearings, legislation, public inquiries, etc. if necessary to give you a sense of this.
