Jails have a sordid history in American corrections. They have served as warehouses for vagrants, petty offenders, and social undesirables. Today, inmates in jail are a diverse lot. They include the convicted and those awaiting court proceedings, as well as both felons and misdemeanors.
The new generation of jails allows direct supervision of offenders. Some of the most significant concerns to jail and detention administrators is the problem of overcrowding, personnel improvements, health care, and jail standards. Several alternatives to jail are being proposed. These include fines, day-fines, weekend confinement, community work orders, and pretrial alternatives.
