Questions:

a) Prior to any actions the Township may take to acquire ownership of the site, describe the actions it may want to take in order to protect themselves from potential liability and qualify for possible brownfield funding opportunities from both EPA and NJDEP.

b) Based on the little information provided about the current operations and what can be seen on aerial photos from available internet sites what new potential areas of concern do you think may be identified in an investigation.

c) Considering that there is an active Dry Cleaner located adjacent (diagonally) to the site, what actions or investigations might you recommend in order to determine if the dry cleaner is a contributing source of PCE to groundwater contamination on the IMC site.

d) What actions might you recommend to investigate the potential for residual product to be present in soil - particularly in vicinity of the former dry well (AOC-B) - which may represent a continuing source of CVOCs to groundwater.

e) Based on the independent environmental scientist assessment, the mayor tasks you with hiring and environmental consultant to sample offsite wells and homes with private wells to help assure the public that their health is of paramount concern. Describe the activities that you would expect the environmental consultant to conduct as they (a) to conduct the sampling, (b) execute sampling and analysis, and (c) a report to document their investigation to you (and NJDEP)?
