HB 2279 ADVANCED PRACTICE REGISTERED NURSE FULL PRACTICE AUTHORITY
HB 2279 was first proposed to the Kansas Senate on March 25, 2021, and passed on March 9, 2022. It moved to the House and was approved by Governor Laura Kelly on April 15, 2022. This bill was initially sponsored by the Committee on Health and Human Services. It is currently sponsored by the Committee on Public Health and Welfare.
This bill took effect on July 1, 2022, which allows advanced practice nurses to work autonomously without a collaboration contract with a physician. APRNs can diagnose, treat, manage, and prescribe medications to their patients. In addition, they can prescribe medications and controlled substances independently. Kansas was a restrictive practice state but now is a full practice authority for APRNs. They can provide advanced nursing care but may not practice medicine such as surgery or physician-only procedures. In addition, APRNs may not sign death certificates or Do Not Resuscitate orders (American Association of Nurse Practitioners, 2022).
This bill allows more patient care access and closes the gap in healthcare disparities for those underserved areas. It provides more clinicians for patients and drives down healthcare costs. APRNs provide excellent care and can improve patient satisfaction and outcomes (Poghosyan et al., 2022). APRNs are advocates for their communities. They have come together collectively and have written to their representatives about HB 2279. APRNs know that they can help improve the health of their communities and provide health care services for all. This bill can relate to the American Nurses Association "the Code" regarding provision 4.1: Authority, Accountability, and Responsibility (ANA, 2015). This provision holds APRNs accountable for professional practice within their scope of practice and the care of their patients (ANA, 2015).
