You will write a paper examining the deinstitutionalization/ community living movement by reviewing the relevant research literature. Your paper should explain what this movement means for individuals with developmental disabilities, as it relates to options for independent living and employment. You should explain and critically analyze both the strengths and potential benefits of this movement, as well as the limitations and challenges that it presents. Your paper should integrate both the content you learned as a result of reading the required texts Wehman, Inge, Revell, & Brooke (2007), Meyers (2008), and Holburn, Gordon, & Vietze (2007), and information you learned from your review of at least 5 peer-reviewed journal articles. You may choose to include some of the journal articles assigned during the course within this paper. You should also include relevant legislation presented within the texts, journal articles suggested for this course, and relevant U.S. government agency websites. You must include some scholarly literature (e.g. peer-reviewed journal articles) that you have sourced on your own. This paper will be a minimum of 10 pages and must be written in the format outlined in the APA 6th Edition Publication Manual (e.g., cover page, headings, margins, references, etc.).
Your paper should include the following sections:
Introduction: Discuss the deinstitutionalization/ community living movement. What is it? When did it start? What laws and government legislation have spurred and helped to advance this movement? This section must illustrate both your understanding of the current empirical knowledge from the research literature and your knowledge of pertinent legislation with respect to individuals with developmental disabilities.
Body: Summary of Strengths and Limitations related to the Deinstitutionalization/ Community Living movement:
In this section you will critically analyze benefits and strengths, as well as limitations and real-world challenges associated with this movement. This section must include empirical knowledge of this information from your review of the research literature. Consider the following questions: What are the effects of this movement on employment for individuals with developmental disabilities? What are the effects on daily life and lifestyle choices (housing, supports, interpersonal relationships, access to services, recreation, etc.)? What are some of the direct benefits of this movement for individuals with developmental disabilities? Are there benefits for the community-at-large? What are some of the challenges related to the deinstitutionalization movement for individuals, for human services organizations, professionals, etc.? This section should make up the bulk of your paper.
Discussion: This is the point in the paper where theory, practice, and personal views converge. Based on your reading, how do you as a human service provider or administrator (or future service provider/ administrator, policy maker, etc.) identify with this movement? Based on your reading, is there opposition to this movement? If so, discuss possible reasons. What are some current and potential barriers to change? Brainstorm possible solutions to barriers you identify.
Conclusion: Describe how the knowledge you have gained regarding the deinstitutionalization/ community living movement will shape how you work with individuals with developmental disabilities in the future. How will the knowledge you have gained affect future leadership positions you may have? What do you envision as the future standards of service provision for individuals with developmental disabilities?
