Assignment: Your final exam consists of three essay questions. The questions are included as an attachment below. You should develop a 500 to 800 word response for each question. Utilize APA 6th edition format including one-inch margins, 12-point type, double-spacing, citation inclusion and format, style, page numbers and references. A cover page, abstract and running head are not required. Each question response should start on a new page but all responses in the same file. Put the references at the end of each answer to coincide with the question being answered.

Each question response will be graded individually. The three grades will then be averaged to determine your final grade for the final exam. Your response will be graded on the concepts of utilizing the material learned in the course (10%), critical thinking (15%), organization (15%), factual material (15%), completeness of the response (15%), following the length guidelines (5%), format (10%), correct grammar and style (5%) and references (10%). A rubric follows the questions. You must give credit for the work of others by properly citing it. Quotes should be used sparingly since critical thinking is one of the areas evaluated. The more quotes you include, the less critical thinking there will be.

The final exam is worth 20% of your final grade. Submit your response as a single document. Late assignments will not be accepted.

Develop a response for EACH of the following questions:

1. Describe federalism. Identify the impact it has on the public safety administrator.

2. Identify a local or regional problem or issue that can be addressed by changing public policy. Describe the process you would use to address it.

3. Define privatization. Describe the rationales used to support it or oppose it. Provide one example of a service that could be privatized to reduce burden on the government authority.
