Assessment Task: Case Study

As a site manager, you have been given the Springs Stage 6 project to complete as the previous site manager has left the organisation. There have been a number of delays on the project which include:

• Poor project management resulting in: project starting 1 month late, slab poured 2 months late
• Wet weather
• Unavailable materials
• Finance issues resulting in the client not paying on time and progress payments being delayed
• Dispute between subcontractors and previous site manager in regards to pay and conditions resulting in work being intermittent and stopping for 2 weeks

The client has also requested variations to the garage.

For this case study you will be required to:
1. Identify strategies to manage the delays
2. Describe continuous improvement recommendations to prevent future delays
3. Describe processes which will need to be followed in relation to project variations.

1. Identify two systems/strategies you will implement for each potential cause listed above that you will implement to ensure on-site operations are managed in accordance with the project schedule.

2. Your General Manager has requested your continuous improvement recommendations to ensure these issues do not occur for future projects.

You are required to provide two continuous improvement recommendations for each of the following categories:
• The management of on-site operations (include a definition of what this means)
• The management of subcontractor operations
• The management of industrial relations issues
• The implementation of project quality management
• The implementation of multi-site management plans (include examples and definitions)
• The implementation of risk management practices

3. It is time for the installation of the garage doors and you have been notified by the supplier that the garage doors are no longer available. The style and colour need to change from the approved project specifications.

Outline the process that you need to follow to action this variation.

You need to include: parties that need to be contacted, how they will be contacted and all tasks that need to be completed and approved before the variation can be actioned.

Assessment Task: Project
For this task you are required to provide evidence and describe how you have managed site operations on a construction or building project.
Use the contract you created in Cluster 3 or consider a construction of single storey two-bedroom, two-bathroom brick veneer unit at 245A Normandy Road, Caulfield South. The block is subdivided and this unit is being built behind the front house. You are to complete the project work as detailed below.

This task is broken down into five (5) parts:
1. Establish site communication processes

2. Establish and review WHS, welfare and risk management procedures

3. Manage supply of materials and installation of equipment

4. Manage on-site operations

5. Manage the processing of progress claims and payments

Carefully read all parts of the assessment and address all aspects of the task. All of the criteria must be completed for you to be deemed competent in this task. Ensure that all parts of this project are completed and clearly labelled.

1. Establish site communication processes
For this part you are required to complete the following:
• Produce a letter to notify all the relevant personnel of the dates and times of site meetings for a construction project you are currently working on. The letter is to identify all the relevant personnel that it will be sent to.
• Produce a meeting agenda for one site meeting you have or will be conducting. The agenda should include:
o Meeting title/purpose

o Location of the meeting
o Start time and finish times
o Topic/discussion headings including brief details if clarification needed
o Name of participant responsible for each topic/discussion point

2. Establish and review WHS, welfare and risk management procedures
For this part you are required to complete the following:
• Conduct a site inspection and pay particular attention to:
o Site condition
o Soil assessment
o Existing services
o Legal problems
o Features of neighbouring properties that need to be documented
• List the relevant building and construction codes, standards, and government regulations required for this project.
• Produce a site plan that identifies the site access requirements, including any limitations.
• Prepare a short report on the First Aid requirements for the site you are currently working on. In your report, make reference to the number of personnel on site and the relevant legislation and any code of practice that may be applicable.
• Provide a list of the plant and equipment that are likely to be used in High-Risk construction work.
• Pick one of the items of plant from your list, and produce a Safe Work Method Statement (SWMS) for its use on the work site.
• Produce a written site-specific safety induction plan covering the WHS issues on the construction site. Consider the construction methods, plant to be utilised and the personnel on site when writing the plan.

3. Manage supply of materials and installation of equipment
For this part you are required to complete the following:
• Plan and allocate human resources, including:
o Determining the number of personnel required
o Determining the skills needed
o Matching skills with the right people
o Determine the availability of selected sub-contractors
• Produce a list of materials and equipment on the site that will have a delivery lead time (need to be ordered ahead of time).
• Produce or provide a copy of the project schedule that includes labour and material schedule.

4. Manage on-site operations
For this part you are required to complete the following:

Imagine the client you are completing the project for has asked to change the windows to double glazing. You will be required to:
• Prepare a variation claim to forward to the client. Include all the necessary details in the claim to ensure you are covered in terms of the contract.
• Consider the following issues when preparing your variation claim:
o extra costs of materials (show as a percentage increase from existing single glazing to double glazing),
o lead time for materials,
o changes to subcontracts, and
o extra time for completion.

5. Manage the processing of progress claims and payments
For this part you are required to complete the following:
• Provide a projected project payment schedule based on the project you are currently working on.
• Prepare Progress Claims as outlined in the schedule you have prepared. Include all of your company's relevant information.
