Read the Downsizing Decision at the Department of Public Works case, After reading the case, consider using the following questions as a guide for your analysis:

1. Imagine your team is operating as support for the departments' HR officer, Kathleen Pool. In light of the consultant's report and recommendations (i.e., survey results), your team will be assisting Kathleen with the design and management of a restructuring plan. What issues will your team first bring to Kathleen's attention? Why are these issues worthy of note?
2. On the basis of the issues your team has raised with Kathleen, how will your team recommend the plan proceed? What will be the first order of business? Why?
3. How you will your team design a strategy for the department's restructuring? What decisions will your team suggest the department make? What are your team's recommendations? How might you justify your recommendations to Kathleen? What will be the potential benefits of these recommendations? Will your team offer any cautions? If yes, why?
4. Whatkindsofrecruitmentand/orretentionstrategiesmightbeincludedinyourteam's plan? Why does your team think these will be effective, i.e., supportive of the plan?
5. How will your team's plan take into account the needs and wants of the department's unionized employees? What about the public/customers served by the department?
6. Restructuring has a great impact on the employees' and customers' perceptions of the effectiveness of HR. Drawing on the "5C Model of HR Impact" in chapter 14, discuss how you would ensure the confidence of employees and customers in relation to two or more of the "5Cs" during and after restructuring.
7. What are some lessons HR professionals can learn from your team's analysis and/or plan?
8. What are some questions or issues regarding HR's role in restructuring that your team's analysis and/or plan highlights?
