Students must choose from the list of concepts below, these are the main concepts covered in the course. The paper must demonstrate why the particular concept is the most effective. Choose one of the following":

4. Financial tools and budgets
5. Leadership

The analysis must include:
• Summary of the topic and outline of the relevant government department.
• Evidence to demonstrate why the particular conceptual reform is necessary
• Outline of the concept
• Analysis that draws on the key components of the concept
• Recommendations for the agency

It is important that students draw on literature from academic sources for the outline of the concept and the conceptual analysis of the proposed reform.

It is advised all students discuss their topic with the unit coordinator.
