A team of project evaluators is composed, at a minimum, of both a technical and a project-management expert. The group may consist of three to five individuals from various disciplines with recognized expertise in the line of the project. They are sometimes from universities or research agencies as well as from various government offices. Their expertise and experience are of primary consideration in their selection, however, as the quality of the evaluation work will only be as good as the evaluators themselves.
