Define what an apportionment problem is.

Define standard divisor, standard quota, upper and lower quotas, and the quota rule.

Design two creative real life apportionment problems to mathematically solve with your group. The problems should require your group to find the standard divisor and standard quotas. (exercises #2, 3)

Explain the Alabama Paradox, Hamilton method of apportionment, and the Webster method of apportionment.

Using your real life examples for part 3, demonstrate the Webster and Hamilton methods of apportionment for each. Your group will be required to mathematically solve one of the problems using both methods with you.

Using an outside resource, answer the following questions:

How many seats are there in Congress?

From the 2010 Census data, which states gained seats and which states lost seats? Explain why.

Briefly describe how the House of Representative seats are apportioned.
