Term Paper Question
The United Nations Security Council is unable to reach an agreement in order to issue a Resolution under its Chapter VII powers to authorize measures that would aim to stop the internal conflict in Syria between the governing regime and rebel groups. The government of Syria is alleged to have used chemical weapons against his own people during the conflict. With the absence of Security Council authorization, individual members of the international community are considering independent measures to try and stop the conflict and human suffering.
The Secretary General of the United Nations would like your international legal advice.
Please provide the Secretary General with a brief summary of international law and practice that would apply to the following possible interventions in Syria by another individual Member State acting without authorization from the Security Council:
1. Use of armed force against the state of Syria as a punishment for the use of chemical weapons against civilians.
2. Use of armed intervention to achieve regime change
