ISIS and Islamic extremists continues to promote rhetoric which incites unaffiliated individuals to commit attacks against the West (Bekiempis, 2015). This threat presents many unknown factors that places law enforcement and intelligence agencies in a tough position. As result, the United States must focus on a Defense Strategy of National Security when approaching this issue of protecting the homeland from an attack.
