The difference in aqueous nucleophilicity between Cl- and Br- is observed in the product distribution for the SN2 reaction of 1-butanol (n-butanol alcohol) but not for the SN1 reaction of 2-methyl-2-propanol (tert-butyl alcohol). Briefly explain this in terms of the SN rate laws.
