b) Background analysis of policy issue/problem: Describe the issue and topic of affordable housing crisis and contextualize the problem within the selected regional context (use the Toronto region). It might be helpful to use 1-2 maps and/or visuals to help illustrate the written text (these will not be counted towards the page limit). Historical context may be relevant to include depending on the topic. For example, what are some of the issues and challenges with implementation? Discuss the limitations of the tool in general in terms of addressing the defined problem. What are some potential lessons learned that might be useful for Toronto?
