Case Study: In 2019, the Republic of Congo's government began a project to provide subsidised public health insurance to the citizens. The project covers all maternal health services that are provided at no cost at the time of service. Households that register in the programme receive free maternity care. However, they must pay half of the enrollment fee. A household is eligible for the subsidy if it is determined to be living below the official poverty line of less than $2.00 per day. As of 2023, the programme had reached an estimated 35% of the eligible population in the country, implying that a sizable part of the population is still uninsured.
The main goal of the programme is increase utilization of maternal and child health care services. Specific indicators include antenatal service, institutional delivery, family planning, contraceptive use.
