Use of force during the last few years has garnered a tremendous amount of attention from the public, the media, and the courts. Force is used as necessary inside correctional institutions. When authorized, staff must use only that amount of force necessary to gain control of the inmate; to protect and ensure the safety of inmates, staff, and others; to prevent serious property damage; and to ensure institution security and good order. There are times, however, when excessive force has been used. Other times, while not used excessively, it is used too often when other means such as verbal de-escalation skills could have been used.
In this paper, you will take on the role of the Warden of a maximum custody state correctional facility in Maryland. Your unit's use of force incidents has dramatically increased over the last year to include a number of inappropriate uses of force. The Director of Corrections has tasked you with developing a one-year strategic plan aimed at reducing the number of uses of force.
Provide a brief overview of the significance of reducing the use of force
Define clear and specific strategic objectives for reducing the use of force within the next year. Ensure that these objectives are in line with the facilities' mission.
Include methods for staff training, communication, inmate engagement, and policy revisions.
