Do the lessons learned from these cumulative approaches suggest evaluators are making progress in convincing decision-makers and stakeholders of the reliability of their findings in making program decisions rather than relying on political "gut feelings" and ideological values? Do the lessons learned from North American program evaluations suggest that there are any differences or similarities in the way Canadian and American evaluators design and carry out program evaluations?
