For most of the 1900s, public health focused on maternal and child health and high-risk occupations as the operational definition of "vulnerable populations'" (Riegelman, R., and Kirkwood, B. 2014). How would you define a vulnerable population? How has the demographic of the "vulnerable population" changed over time? What roles do health determinants play in identifying vulnerable populations?
