No matter what name is used, there has existed for decades an unwritten rule within the police culture that holds that officers should not report the misconduct of fellow officers. As the textbook noted one officer being quoted, "many cops will go a long way to help protect their own. I am not saying that cops cover for cops in all cases...but if it is something minor, like having sex on duty, it isn't likely cops will 'rat out' other cops for something that doesn't hurt anyone." After reviewing what Chapter # 12 says about law enforcement ethics, misconduct, and the "Code of Silence," how can WE as professional law enforcement officers end the Code of Silence? How can Early Intervention Systems (EI Systems) be used to weed out those officers who should never have worn a badge in the first place?
