If the objective of employment creation is given more serious attention in the policy formulation process, there are reasons to presume that significant improvements can be achieved over the current situation. The current implicit assumption is that if we get macroeconomic, financial, trade and aid policies right good employment outcomes would follow automatically.

High unemployment and underemployment remain serious problems in many parts of the world and the current process of globalization has given rise to new stresses in labour markets. There is no discernible improvement in the global employment situation during the last two decades of globalization. 

Open unemployment rates are surprisingly high in a number of these countries, contradicting the conventional wisdom that unemployment is not an option in developing countries without systems of unemployment insurance. At the same time there is evidence that precarious and low-productivity employment in the informal sector has expanded as a share of total employment. 

 A falling unemployment rate generally occurs alongside rising gross domestic product (GDP), higher wages, and higher industrial production. The government can generally achieve a lower unemployment rate using expansionary fiscal or monetary policy, so it might be assumed that policymakers would consistently target a lower unemployment rate using these policies. Part of the reason policymakers do not revolves around the relationship between the unemployment rate and the inflation rate.

The natural rate of unemployment is the level of unemployment consistent with sustainable economic growth. An unemployment rate below the natural rate suggests that the economy is growing faster than its maximum sustainable rate, which places upward pressure on wages and prices in general leading to increased inflation. The opposite is true if the unemployment rate rises above the natural rate, downward pressure is placed on wages and prices in general leading to decreased inflation. Wages make up a significant portion of the costs of goods and services, therefore upward or downward pressure on wages pushes average prices in the same direction.

Information on employment and income, disaggregated by branches of economic activity, occupations and socio-demographic characteristics, is needed for collective bargaining, for assessment of the effects of poverty reduction policies on different subgroups of the population, and for the analysis of ethnical, gender or age inequalities in work opportunities and participation and their changes over time.

In order to understand the causes and the remedy for high levels of unemployment, policymakers seek information on different aspects of unemployment. Statistics about the number of unemployed people, the period for which they have been unemployed, their skill levels, the trend in unemployment and regional disparities in unemployment are periodically made available for policymakers so that they can interpret them and hopefully make better-informed decisions about steering the economy and countering unemployment

Unemployment negatively impacts to the government's ability to generate income and also tends to reduce economic activity. When unemployment is high, fewer people are paying taxes to the government. At the same time, unemployment means there are fewer people with disposable income to spend on goods and services. Low consumer spending makes it more difficult for businesses to thrive and expand, which reduce economic growth.

The labor market will reach a point where each additional job added does not create enough productivity to cover its cost, making every successive job after that point inefficient. Smaller companies generally have lower profit margins and less revenue per employee, making it more difficult to pay higher wages.

Wage inflation comes about by increasing demand for labor as the unemployment rate is falling. With fewer people available to work, employers are forced to increase wages to attract and hold on to talent. A knock-on effect from rising wages is that some small firms have to dip into the less talented work pool, reducing productivity.

If the unemployment rate is a poor measure of labor market strength, what is a better measure? Measures such as labor market churn, job openings, job leavings, and both gross employment and employment gain numbers are all much better measures of the health of the labor market.

The actual employment numbers speak directly to the strength of the labor market. If demand for labor is increasing, more workers will be working. A better economy should be employing more people, but when we look at changes in employment rather than changes in unemployment, we again see much less evidence of strength in the labor market. While  weak labor market depresses wages. Employers in weak labor markets can employ a variety of tools to lower costs, such as lowering wages or hours for new employees, a practice they can get away with because the supply of qualified (and overqualified candidates) far outstrips demand and usually uses prices to illustrate supply and demand. Moreover, these lower entry wages have a staying power beyond a young worker's first years. Think of wages over the course of your career like steps on a ladder.
