A small hospital is dedicated to conducting heart surgeries. it has 4 operating rooms and 2 surgeons are scheduled to work at each operating room. Each operating room has the same design cap defined as "number of surgeries that can be conducted a day". Each operating room breaks even at 5 surgeries per day, corresponding to a 50% utilization that is computed based on daily design capacity of an operating room. On August 28, the hospital had to shut down one of its operating rooms due to technical problems and 2 surgeons working for this operating room were given a day off.
