Explanation:

1. At any time when other factors are neglected like having little protection against dismissal, humiliation and even physical abuse to the whistle blower can really deter people from speaking out. So increasing the rewards to about thirty percent may not work out when other factors are not incorporated.

2. Whistle blowing leads to a culture of distrust and suspicion among employees when whistle blowing occurs. Although whistle blowers may understand that their revelations may serve the greater good, they also often endure physical problems from their actions especially with threats of retaliation from their employers and fellow workers as they may perceive it as a misconduct and failure to keep the secrets of the company.

3. Increasing the penalty by the government puts more employees in questionable positions when they are incorrect about their misconduct. Some whistle blowers may decide to do it for personal gains so an act by the government to increase the penalty poses a question to those employees.
