You are the CEO of a medium-sized manufacturing firm with plants in the United States and Taiwan. The plant manager in Taiwan calls you and tells you that a critical shipment of components is being held up in Customs in Taiwan indefinitely due to a mix-up in paperwork. He advises that, if the shipment is not released by Customs by Friday, production will have to shut down, but a Customs officer has told him that, in exchange for a $1,000 "facilitation fee," he will release the shipment immediately. You know that this "facilitation fee" is both unethical and illegal in the United States (as a result of the Foreign Corrupt Practices Act), but if production is shut down, your company will not be able to meet an order for your largest customer. As CEO, what should you do?
