Instructions: Review the legislation and the readings provided from the lecture notes. The background for Bill C-45 came from the fall out after the Westray mining disaster. Many of the families of the victims felt that the OHS legislation did not effectively penalize a company who had made so many mistakes.

In fact, they declared bankruptcy and insolvency right after the disaster so no fines or punishments were laid.
