Problem: You are the sheriff of your county or parish. Dispatch calls you directly advising that terrorists have just launched an attack against funeral services for three law enforcement victims from a recent shooting in your county. Numerous law enforcement officers are at the scene, but have been immobilized by the sudden attack with snipers and explosives. You were already on your way to the funeral late because of a reporter who has suddenly barged into your office. The city police chief and the leadership of the state highway patrol are caught up in the terrorist attack as well.

What are the moral and ethical implications of such an attack? As the lead law enforcement officer in the county, how would you proceed to an incident command to help the various law enforcement leaders caught up in the scene of the crime reorganize and launch a counter attack against the terrorist?
