Question: Give a rationale for citizenship education and outline how it can be implemented in the primary grade classrooms.

Without democratic citizens, there can be no democracy: They are the force that creates and sustains it. But these citizens don't materialize out of thin air. Accordingly, the motivating vision of the public-school movement back in the 1840s, stemming in no small way from Jefferson's pleas, was to create these citizens at school and thereby cultivate a public-a "we the people"-that could meet the challenge of self-government. Schools were understood to be ideal places for this work because they are public places to which students come from diverse private worlds.
