Question: To sustain BCELP's cost leadership strategy, and thus avoid their core competency becoming a core liability, they must continue fostering their unique organizational and managerial culture as well as continually address efficiencies. Key recommendations to permit BCELP to operate in this capacity will include:
• Evaluation of employee duties to assure work is commensurate with wage
• Efficient supply-chain operations such as bulk purchasing or cooperative purchases
• Emphasis on employee training for quality service and managerial training for secession planning to retain unique culture
• Continually review standard operating procedures for efficiencies
• Create recruitment and retention policies to attract new workers, emphasizing virtually no travel, local public service and potential for promotion
• Provide transparent rate incentives for cost-effective upgrades to the their transmission infrastructure
• Improve coordination among federal agencies, such as FERC and DOE, state commissions and other stakeholders to influence regulations and procedural changes
