Project Overview:
In your first paper, you will draft a policy paper. This assignment requires you to draft an argument of the paper. It is acceptable if you need to revise the argument later as you do research.
The prompt for your paper is:
A mayor, during an epidemic, wants to create mandates around behaviors such as quarantines, curfews, and other restrictions. The governor has banned local governments from creating such policies, but the City Attorney has opined that the mayor may have the legal authority impose the restrictions the Mayor would like. The mayor, though, asks you, her public health advisor, for advice. Based on your basic understanding of the legal issues at play, can the mayor pass such policies, and if so, which one(s)? And if the mayor can (or can't), should she?
Paper Components:
1. Risk Mitigation: What risks and benefits are there in doing as she would like and imposing restrictions the governor has banned?
