Assignment:

I am task with automating an assignment of automating the manual process associated with the given process of retrieving records from the website. I need to eliminate the manual process, at much as possible, looking very little manual intervention. Suggestion on how to automate this entire process.

IT will create a web interface that allows new businesses to initiate their business license application online (good)
Applications will be sent via email to a designated License Collector email account. (record should be created on a database)
License Collector's staff (LC) will manually review applications, contact customers as needed via phone or email, advise customers of additional documentation that needs to be sent to the LC (via fax, email, mail, personally delivered), and key a new record into the mainframe database.
When customer's file is complete and payment is needed, LC will email the customer their AL #, the dollar amount due, and a link to the OPC payment portal.
Customer can pay online (or come in person to License Collector's office to pay)
Customers will be notified by LC when their license is ready to be picked up (in person by customer) at the License Collector's office.
