The US armed forces only have used a draft during three historic periods:

1. The Civil War, 1861-1865, 2. World War 1, 1915-1918, and 3. The period from 1941 to 1973.

At all other times in US history, military service has been strictly voluntary, although salaried.

The US Constitution does not have any provision that authorizes a draft. Moreover, in 1865 an amendment was added specifically outlawing any involuntary servitude. Nevertheless, we still have involuntary service for jury duty.

Create a supply and demand diagram for a labor market for military service. Show the expected wages with a draft, vs. all volunteer employment. Which form, (draft or all volunteer) was (i) greater total wage expenditures, and (ii) greater total personnel? Explain your expected results.
