NARRATOR: Welcome to the APEX Security Budget Exercise Module. This module will provide you with the information and resources you need to complete the security budgeting exercises required for this course. Please refer to the Assignment Instructions for further details.

NARRATOR: APEX is a fifty thousand square foot munitions manufacturing facility located in the southwestern United States. APEX employs three-hundred personnel and has a gross income of twenty million dollars per year.

You are part of a team of thirty-five corporate security specialists working at APEX. As the security manager, you've been called to a meeting with Ed Blocker, the CEO.

ED BLOCKER: Thank you for taking the time to meet with me. I've called you here because I need your help and advice.

A few days ago I met with Agent Carlson of the FBI, who informed me that they'd become aware of terrorist plans to attack or infiltrate a U.S. munitions facility.

As you know, APEX is one of the nation's largest munitions facilities. That makes us a prime target.

The FBI wants assurances and evidence that we're taking all appropriate measures to secure the facility.

I don't think I need to explain what could happen if even one terrorist was able to get past security.

The effects to human life and safety could be horrific, not to mention damage to the company's reputation, loss of revenues, and potential liability for associated losses.

We can't afford to ignore it. On the other hand, we need to be sure the money we spend produces real and measurable benefits.

What I need to know is, how much will it cost to improve security to the extent necessary to counter this potential threat? And just as important, how can we know the money will be well spent?

ED BLOCKER: Here are the basic security modifications we need to address the challenge. First, we need to hire and train five additional security personnel.

The FBI also recommended we install a video surveillance system, biometric access control, and high-security perimeter fencing.

While we're at it, we need to fortify our computer network against hackers and predators. Let's beef up security against cyber threats by upgrading antivirus software and firewalls.

All this is in addition to our current security operations. So what I need from your team is a budget for these five upgrades.

ED BLOCKER: For your budget proposal I'll need to see a spreadsheet listing each of the line items I mentioned, along with a cost/benefit analysis for each item, and an estimated return on investment.

I'll also need a written explanation of the metrics you intend to use to measure the benefit of each item and justify its expense.

You'll find a list of all the requirements here in this document. I'll need your proposal here on my desk by a week from today.

Now I hope you'll forgive me, but I have to take an important call. Thank you for your time and I look forward to your best effort.

Risk: Risk is a combination of probability and criticality.

This means that, just as you can't afford to ignore the events that are most likely to happen, you have to consider events that may not be as likely to happen, but could be disastrous if they did.

So, as you complete your budget, cost-benefit analysis and metrics, balance the risks you are trying to reduce against the cost of reducing them.

Costs: Costs for each line item do not need to be actual costs but they do need to be realistic.

Metrics: You need to support whatever costs and benefits you propose with a description of how you plan to measure the results and justify the expense.

Physical Layout: There are no one-size-fits-all budgets. Your proposals should therefore take into consideration the size and layout of the facility to determine how much of each item will you need and where it will be most effective.
