A Scenic America study of billboards found that 70% of the billboards in a sample observed in Baltimore advertised alcohol or tobacco products, compared to 50% in Detroit and 54% in St. Louis.

Using the 0.05 level of significance, and assuming that a random sample of 200 billboards was observed in each city, could the population proportions be equal for billboards advertising alcohol or tobacco products in the three cities?
