Case: Terrorism is indiscriminate while insurgency is selective. There was nothing any of the victims of September 11 attacks could have personally done to have been spared their fate. Insurgency, on the other hand, is based on the selective use of violence against people or groups who do not comply politically with the wishes of the rebels or the government. So with this, i think insurgency is a greater threat to national security. One reason is that the bigger and bolder the act of terrorism, the greater the counter-mobilization.

It does depend upon the country you're examining because some states have better relationships with each other than others might. Obviously there is main superpowers and countries could be threatened most by the same country, but it all depends on the relationship countries have.

I think that insurgent warfare and terrorism is more of a threat to national security than conventional wars because of the unknown. Terrorist attacks give no warning and theres less of knowing when it is going to happen. Conventional wars usually have a known set of rules or political agreement between the people in the war.
