The rapid growth of the internet and its popularity over the years have contributed to the emergence of indecent, offensive, and obscene online hate speech. While these terms share many similarities, they also differ in several ways. Indecency is defined as "Any form of representation, expression, or action (especially of a sexual nature) which may be held to be potentially offensive to the sensibilities of some or most of society's members" (Yar and Steinmetz, 2019). A practice may be regarded as indecent or frowned upon by society, but it does not necessarily render it illegal. In fact, in the United States, the First Amendment protects most indecent speech, materials, or artistic expressions; due to the fact that the overall purpose of the first amendment is to not infringe on an individual's right to freedom of speech (Esmaili, 2022).
